Description of case: as I bought in the bus NR. 4 a ticket (private operator with sign in the window that it is a bus driving for the city of NN) I asked for a "KUPON FISKAL" with the official tax number on it. The conductor just offered a private ticket (attached file) and I asked why he doesn't have a tax stamp on it. The conductor answered that his company does not pay taxes at all. When I asked him why this bus operator does not pay taxes he answered that after reaching an agreement with the city of NN they do not need to pay taxes anymore. When I asked him about it and why this agreement allows them to operate without taxes, the conductor answered that the city of NN has with approx 400 buses driving for them an agreement that allows them to operate without paying taxes for this operations. I asked the operator if he knows more details about this agreement, he just answered that this agreement has been reached a while ago, the police knows according to the conductor about this agreement between the city of NN and these approx. 400 buses and that the police does not investigate this case. The conductor answered to the question if he knows that this is a possible tax fraud that he knows that it is fraud but as all private buses in Pristina follow according to the conductor the same procedure, this operator also does not pay taxes.
