CATEGORIES OF USURPATION

The criteria used in order to identify the pavement usurpers are based on an investigation conducted by Kallxo’s reporters in the past few months while they have been monitoring the pavements of Prishtina City Centre and collecting comments from pedestrians in the street.

Three main types of pavement usurpation have been observed

  • Frequent usurpation of the pavement caused mainly by cars

  • Public obstacles, such as public bins, electricity poles, and traffic signs

A FEW EXAMPLES

  • A café using the pavement on a daily basis to install its terrace, obstructing the passage of pushchairs and wheelchairs, is considered as “permanent usurpation of the pavement”

  • A spot where random cars are frequently (at least 4-5 days a week) parked on the pavement without any distinctive sign or authorization, obstructing the passage of pedestrians, pushchairs and wheelchairs, is considered as “Frequent usurpation of the pavement”

  • A spot where public bins are taking parts of pavement space, obstructing the passage of pedestrians, pushchairs and wheelchairs, is considered as a “public obstacle for pedestrians”

  • A shop owner who decides to secure the passage of pedestrians on the pavement in front of his building is considered as a “Çlimtar i trotuareve”!
